We are working on our next mailer to the churches in the five states. This time we will be emphasizing “The National Emancipation Proclamation for the Unborn Child.” The following is the cover letter promoting this aspect of the campaign.

Dear Christian Servant,

A couple of months ago, our ministry, States of Refuge, sent you a letter of introduction. It contained a cover letter, Abortion Matrix DVD, and a brochure explaining the States of Refuge campaign. We hope that you had the opportunity to familiarize yourself with these materials. As way of remembrance, your state is one of five that has one abortion mill remaining defiling our beloved land. States of Refuge is seeking the Lord, with the cooperation of the local churches, to establish the first abortion-free states in America.

Phase by phase, the vision and mission is being implemented. One of the major features in this year’s activity is the declaration called The National Emancipation Proclamation for the Unborn Child. Find enclosed in this communication an article by Rev. Flip Benham, A Study in National Repentance and the document, The National Emancipation Proclamation for the Unborn Child.

We would request that you read carefully this teaching; make copies of the Emancipation Proclamation and pass it out to the congregation. Next, would you please ask those who will to sign the document and send it back to us? States of Refuge will be compiling signatures all this year to unveil at the Lincoln Memorial at the conclusion of our campaign in January of 2013. The date we tentatively have set is January 1st, 2013, which will be the 150th anniversary of Lincoln’s signing of the first Emancipation Proclamation. January 2013 also is the 40th anniversary of the infamous Roe vs. Wade Decision. Both dates carry significance.

Though prophetic in nature, The National Emancipation Proclamation for the Unborn Child is deeply rooted in history as well. The Pilgrims signed the Mayflower Compact before setting foot upon the New World. It stated, “In the name of God,” “for the Glory of God and the advancements of the Christian faith.” These God-honoring statements reveal the underlying propositions inspiring our Pilgrim Fathers to establish one of America’s first “civic body politic.” The Mayflower Compact became the basis for the Connecticut Constitution, which became the basis for the U.S. Constitution.

Next, fifty six of our Founding Fathers signed the Declaration of Independence, which was in essence, the signing of their own death warrants. They did it any way! In so doing, they pledged their lives, fortunes, and sacred honor to enshrine these immortal words, We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness.”

Eighty seven years after the signing of the Declaration of Independence, America faced another trial by fire.  Slavery!  A great and bloody Civil War was fought between the North and the South over this sin against God and this crime against our black brothers and sisters. 

In his famous Gettysburg address, President Abraham Lincoln profoundly declared, “Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal. Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure.”

To ensure our nation did endure, thousands of Christian clergy appealed to President Lincoln to sign the Emancipation Proclamation freeing our black brothers and sisters. Different Christian denominations sent 79 official condemnations of slavery urging Lincoln in the strongest terms possible to set the captives free. One letter sent by 3050 New England pastors was 200 feet long. Why was it so long? They needed the length to contain every one of their signatures. They put their name to this document and President Lincoln took note and I dare say he also took courage. Eventually, he put his signature on a document that changed the course of the Civil War. He signed the Emancipation Proclamation.

The Patriarchs, Prophets, Kings, our Lord, His Apostles, early Church Fathers, Martyrs, Reformers, Colonial Fathers, Founding Fathers, and American patriots of time past have all run their lap of the race. They placed their names, lives, fortunes and sacred honor on the line to pass on a godly heritage, which produced the freest, most prosperous nation on the earth. It is our turn now!

The participating ministries in the States of Refuge campaign are dedicated to liberating America from blood guiltiness, one state at a time. We pray the Lord inspire you with the courage necessary to sign and promote The National Emancipation Proclamation for the Unborn Child in our day. As stated previous, our righteous goal is to gather as many signatures we can accumulate and put them on a huge scroll to unveil at the Lincoln Memorial next January. Similar to the way William Wilberforce unrolled a scroll of signatures in the English Parliament demanding England abolish the slave trade, we are going to roll this scroll down the Lincoln Memorial steps to prayerfully convict our nation to “Let God’s Babies Go” in Jesus’ name!

First cover letter to churches.

Dear Christian Servant,

The Lord richly bless you! We pray this communication finds you well, always abounding in the love and work of our Lord. Enclosed is a copy of a powerful documentary film called the Abortion Matrix and a brochure promoting a national campaign called the States of Refuge.

These materials are being sent to churches in five different states; each of which has only one remaining abortion mill left within its borders. We believe that abortion will come to an end in America when the Church of Jesus Christ makes up her mind it will come to an end – and not one second sooner. We are asking you to consider this grave evil that threatens our national survival. We are asking you to join with us in making your state the first abortion free state in America.

The gates of hell cannot prevail against the Church of Jesus Christ. When we cry out to God in repentance (2 Chronicles 7:14) we give Him an opportunity to have mercy, forgive our sin, and heal our land. Ours is a call to stand in the gap and make up the hedge before our nation collapses under the weight of her own sin.

The participating ministries, listed on the right, have sought the Lord, weighed this vision before Him, and believe the time has come for its implementation. We pray you will see its value as well and support the work that will potentially liberate your state from the blight of blood guiltiness.

Most of us are pastors of local congregations or traveling ministers who value and recognize the authority of the local church. We seek to work through God’s church for His glory and the benefit of the little ones made in His image. We humbly seek your amen, covering, and blessing as we are determined to spend and be spent in the battle for men’s souls, the lives of children, and for the future of our nation.

We are seeking a peg in the Temple as it were; to rest this vision in each state where the abortion industry is at its weakest point. There is absolutely no way that the abortion industry can long endure in your state when the theology of the church house becomes biography at the gates of hell. We know this to be true. In 1991, the zenith of the abortion movement, there were over 2,000 free standing abortion mills in America. Today, there are about 700. The battle is being won as simple Christians live out their faith in the streets. We win when we give our God an opportunity to show up and show off!

We will employ only Biblical principles and stand upon God’s Word alone. We will have church in the streets at the exposed places in your state. We will fast, pray, praise, worship, proclaim, provide, and protect, at the very place where God’s precious image bearers are being slaughtered – the local abortion mill. In the truest sense, we will be living out our repentance with godly sorrow that leads to life.

Our righteous goal is to return to Almighty God and His commandments that He may once again make America “a city of a hill” and “a light to the nations.” If you find any merit in this opportunity or have any questions do not hesitate to contact us. We know God has friends in every city. Men that understand the times and know what Israel (the Church) should do.

You are the brothers we are looking to partner with to rescue those unjustly sentenced to death and to speak for those who cannot speak for themselves. We pray that we can come together for a time such as this to do justice, love mercy, and walk humbly with our God (Micah 6:8).
